he prefecture did not proceed to sell the museum, but instead decided to adopt the designated administrator system. The designated administrator system, introduced a few years ago, makes it possible to entrust the management of public facilities to private entities. In other facilities in the prefecture, this system has already been used, with some operated by NPOs and similar organizations, but this was the first time it was applied to cultural facilities such as art museums and museums.

As a result of the public call for applications, a company affiliated with a corporation that also operates a private museum was selected as the designated administrator. The prefecture claimed that the purpose of adopting this system was “to improve museum services and increase management efficiency,” but in the end, this can be translated as “cost reduction.” As evidence of this, three of the eight curators were promptly transferred to other prefectural departments. To fill that gap, a contract employee was to be brought in, but only a single one, and moreover, no matter how much we pressed them, the prefecture was reluctant to begin recruitment.

The morale of the remaining curators also sank. It was because they took pride in working at the museum they admired that they were able to endure low salaries and long hours. With the constant possibility of being transferred at any time, the budget drastically reduced, unable to purchase new works or even properly plan exhibitions—in short, with no people, no things, no money—to be honest, there was no way to muster any motivation.

The prefecture instructed that all expensive special exhibitions be scrapped for the time being, and that exhibitions be held using only works from the museum’s collection. On top of that, they demanded that visitor numbers increase by ten percent over the previous year. Even Some-san, a veteran curator with a gentle nature, showed her anger at this.

“These days, you can’t attract people with just permanent exhibitions. And it’s outrageous to transfer curators out of the museum. A museum’s assets are not just its artworks. It’s only because there are curators to handle them that the works can be made to speak.”

The curators took the prefectural employment exam to work at a museum. Not simply to become civil servants. Of the three curators who were transferred from the museum, one had already resigned, and another is apparently going to leave soon. Rumors that further restructuring would be carried out did not seem entirely unfounded. There was also talk that even those who were not transferred would no longer be regular prefectural employees but instead be converted to contract employees on one-year contracts. That was because it would cost less in salaries. Some of the curators have begun to turn their backs on the museum.
