"Let me see it!"

"I shall not show it."

"Why not?"

"It is not my destiny to show it to you."

"Then, I cannot even know if it truly exists."

"Indeed, you cannot."

"Don't bluff me! You never had it to begin with, did you?"

"You are entirely free to doubt me, sir."

"However, let me tell you just one thing."

"In this land, do you understand what it signifies to doubt that which was bestowed by the Emperor himself?"

「……」

"We ourselves shall do nothing. Nor shall we take this matter to the Magistrate."

"However... we can no longer offer you our protection, either."

"—Are you threatening us?"

"No, sir."

"It is simply the truth."

"In this country, there are countless men who would not remain silent upon hearing such a thing. We have no need to summon them. They will come of their own accord."

"This summer, a grand procession of a thousand men marched along the Tokaido."

"Should anyone disrupt that procession, they may be cut down on the spot, and no blame shall fall upon the one who struck. Such is the law of this land."

"...A barbaric nation."

"Perhaps it is so."

"And yet, in that very nation, you choose to conduct your business."

"I have something to discuss."

"I am listening."

"Sell to us, outside of your official channels."

"I will add twenty percent. Paid upfront. No need to enter it into the books."

"That offer, however, contradicts what you stated moments ago."

"In what way?"

"You stated that for us to bind the Japanese merchants would be a violation of the treaty."

"What you are suggesting now is that we drop a single merchant from those very books."

"……That is an entirely different matter."

"It is not different."

"If one drops, a second will follow. And if a second drops, the prices will once again be dictated by your side. It is to bring things back to that state, that you offer this twenty percent."

"This twenty percent is a matter for this year alone. As for us, we intend to sell silk in this town next year, and the year after that."

"Thirty percent, then."

"Thirty percent, for one hundred bales. The money will be delivered before the day is out."

"I must refuse."

"Would it be the same at forty?"

"It would be the same."

"No matter how much you pile before us, it would be the same."

"Why?"

"The moment we accept, this entire ledger becomes a lie."

"No merchant would sign their name into a false ledger year after year."

"I will take this to the Consul."

"By all means."

"I will write to my government."

"By all means."

"Then pray, show me just what 'matter' it is you intend to bring before them."

"The registration regulations—"

"Then, our refusal to take charge of the cargo—"

"Taking charge of cargo is nowhere written in the treaty."

"Have we, in any single instance, imposed any such regulation upon you foreigners?"

"May I be permitted to ask you one more question?"

"The Consul, you see, resides near the Kanagawa Station."

"Should the Consul lodge a complaint with the Magistrate’s Office, which then refers the matter to Yedo, whereupon Yedo entreats the Court in Kyoto, before the final decree reverts at last to this port of Yokohama—how many a month must needs transpire?"

"Even if you send a letter to your home country, it will take months to arrive, and months more for a reply to return."

"And in that time, this year's silk will already be loaded onto the ships."

"—The warships of my empire will come for you!"

"And tell me—just how many ships does your country have left in her own waters?"

"Your country is currently torn between the North and the South, waging a war within itself."

"The North is surrounding the entire Southern coast. I am told it is to prevent them from sending out cotton, and to stop weapons from coming in. Given the sheer length of that coastline, it must require nearly every vessel you possess."

"And I have word that just this spring, in the waters of your country, iron-plated ships traded fire with one another."

"Nine years ago, you came to us with four ships."

"At that time, your country was not at war with itself."

"Your country simply has no ships left to spare to send here, to Japan, at this moment."

"Even if you were to send one, it would not arrive at this port until the spring of next year."

"And by then, this year's silk will no longer be in this town."

"And even if the ships of your empire do arrive at this port, our storehouses will not open for you."

"Warships do not carry silk."

"Where... where did you hear that?"

"It takes at least two months for news from your home country to arrive at this port. If the ship is delayed, it takes three."

"What you just spoke of happened this past spring."

"Indeed, it did."

"Then where did you hear it?!"

"Because it is our business, sir."

"—Then Great Britain will move!"

"They have the ships!"

"Indeed, they do."

"The gentleman from the British Number One House set his seal to our agreement twenty days ago."

"The prices, the deadlines, and the inspection procedures are exactly as you have just heard. They took delivery of their cargo in that very manner, both yesterday and the day before."

"……That trading house."

"It is the largest trading house in this town."

"Into an agreement to which that gentleman has set his seal, what could a ship from any other nation possibly come here to do?"

"So... you will be the ones to dictate the prices from now on."

"If we have no say, that is not trade. That is extortion."

"For three long years, the prices were decided by one side alone."

"That is the market."

"It belonged to one side alone."

"Until this summer, those who brought their cargo here did not even know the price for that day. They entered the gate, deposited their goods, waited for three days, and only then were they finally told the price."

"The market fluctuates."

"On the very same day, for the exact same silk, differing prices have been set."

"It is right there in the records, from the twentieth day of the sixth moon last year. A man who arrived in the morning was given the second-grade price, while one who came after noon was given the third-grade price. Yet, the silk came from the exact same house, in the exact same village."

"What was fluctuating then, sir, was not the market."

"Now, we put forward the price in the morning."

"We stand by that price for the entire day. No matter who comes to call, it remains the same."

"A price decided by your side."

"Indeed, it is."

Then it is the exact same thing."

"It is not the same."

"We write down the price we have decided and post it for all to see. It is displayed at the gate, first thing in the morning."

"Did you happen to see it?"

"You have come to visit us three times and left each time. Surely, you must have passed through that gate."

"Things... things were never like this before."

"In Lyon, the price of raw silk has fallen. Therefore, your stated price is far too high."

"Lyon is the silk town of France, is it not?"

"That is correct."

"In the countryside surrounding that town, and in the north of Italy, the silkworms are plagued by disease. For years now, they have been unable to harvest a single cocoon."

"In a town where no cocoons can be harvested, could the price of silk ever truly fall?"

"From what date, and from what place, did this cargo supposedly come?"

"The name of the ship, or perhaps the month—either would suffice."

"We are the ones who set the rate now."

"If you cannot accept this, then we simply will not sell to you."

"One question."

"Is it that you do not wish to sell to us?"

"I desire to sell to you."

"We are merchants. If we do not sell, the villages of Joshu cannot afford to buy mulberry."

"Japan... Japan used to be much cheaper."

"This is the market that the Japanese side of this town has spent three long years to move."

"And the cargo that this very trading house has held under the guise of 'inspection' amounts to exactly two hundred and seventy-two lots over these past three years."

"The number of days you held them was three days at the shortest, and eleven days at the longest."

"And after holding them, the number of lots where you forced a price reduction was exactly one hundred and ninety-four."

"And the number of lots you rejected and returned to us was forty-one."

"In the seventh moon last year, the cargo that came down from the village in Joshu was held here in your custody for eight days. On the ninth day, you reduced the price by twenty percent."

"The hands that spun that silk belonged to twenty-seven distinct households."

"And the payment for it had already been advanced to the village during the spring before that."

"Because the money already advanced cannot be taken back, the Yokohama merchants must bear the loss first. What they cannot fully bear is taken on by the brokers, and if that is still not enough, it falls upon the village at last."

"If it falls upon the village, they cannot buy mulberry for the following year. Without mulberry, the silkworms cannot grow; and if the silkworms do not grow, the silk for that year will be lost entirely."

"That... is exactly why it was so cheap."

"That village..."

"Last autumn, nine of those twenty-seven households stopped spinning their silk."

"Because they could not afford to buy mulberry."

"And those nine households... where are they now?"

"Four have returned. The remaining have not yet returned."

"Allow me to say one more thing."

"You bring silver into this country, exchange it for gold, and carry it away. By that alone, the wealth in your hands triples."

"In fact, in just over a matter of months, a sum of five hundred thousand ryo has already flowed out of the country."

"Even if it was stipulated in the treaty... this difference in the exchange rate was an unfair trap, legally robbing our country of its wealth."

"You merely did what was only natural for a merchant to do."

"The fault lies with us, who stepped into the ring without even knowing how the matches were scored."

"I have no intention of trying to win back what was lost."

"However... there will not be a second time."

"Let me say just one thing."

"You... you do not blame us."

"Blaming you will not help us sell our silk."

"If I blame you, you will no longer come to visit us. And if you do not come, the money will not circulate to the village."

"……Is that all?"

"That is all, sir."

"Then... what is it that you desire from us?"

That you continue to buy from us, year after year."

"The prices, we shall decide. The cargo, we shall deliver in perfect order. The deadlines, we shall never breach. In these past three years, there has not been a single instance where our house has missed a deadline."

"If that causes you any inconvenience, you need only refrain from depositing your cargo with us."

"We impose nothing upon you. It is merely that you do not deposit your cargo with us."

"Tomorrow, I will come to see the cargo."
