The four districts and their divisions are being discussed in the Grove: the governing house of Mesop. The Grove has no policing or military force to speak of because the pandas entire clan has control over the city.
The panda-kemonomimi are a gentle but firm clan. “Might is Right” Is the natural stance for all kemonomimi and the pandas use their might to care for the land, river and the people.
On the first place, the reason why they remain the land owners when soo many foreigners settled is because they had and still have the strength to defeat them. A result of their high defence-large builds (plus-sized) and the strength to match their bodies.
The carnivores are the most antagonistic towards the ruling pandas and others in general. The respect the convention of a “mighty rule” but that doesn’t translate into “we will remain weaker”.
The pandas are still too strong for them but omnivores (a matching diet with the pandas) are often the brunt of the carnivores “stress relief”. The omnivores now detest the carnivores; and the pandas because anger displacement of anger forever displaces itself when left unchecked.
The carnivores hate pandas but lash out on the omnivores. The omnivores hate the carnivores but (want to) lash out on the pandas.
The Grove has been holding meetings for weeks to solve the tensions and the arrival of the Embler party has brought solutions. Initial refusal to the reformations have been out and the former conservatives are about to be famous for the changes of Mesop to be made in their names.
Mesop would come to be known as “the mother of the middle class” and social mobility through the “services industry.
