それは、極東の島国から極秘裏に入手されたプロパガンダの英訳であった。
「……まるで、おとぎ話だ」
チャーチルは低い声で唸り、ブランデーグラスを傾けた。
だが、その目は笑っていない。
「『魔法の紙』だと？ 『燃えない町』だと？ ……国民を幼児扱いし、国家という揺り籠の中で管理しようというのか。これは、モスクワの赤の広場でスターリンが演説している『五カ年計画』と何が違う？」
彼は立ち上がり、窓の外の霧にむせぶ英国の庭園を見つめた。
今、英国は、そして欧州は、大恐慌の嵐の中で失業者があふれ、議会は混乱し、資本主義そのものが死に瀕している。
そんな中で、この日本の計画書はあまりにも異質だった。
「見ろ、ここだ。『お金に頼らない助け合い』……。彼らはポンドもドルも否定し、物々交換による巨大な閉鎖経済圏を作ろうとしている。これは、シティ（ロンドン金融街）に対する明確な挑戦状だ」
チャーチルは紙束を机に叩きつけた。
「彼らは『共産主義』という赤い服を着ていないだけだ。その代わりに、『家族国家』という、もっと古くて、もっとたちの悪い衣をまとっている。
……スターリンは恐怖で人民を支配するが、この日本の指導者たち――総力戦研究所とか言ったか――は、『希望』という名の麻薬で人民を支配しようとしている」
彼は再び、「Magic Paper（魔法の紙）」という単語に目を落とした。
直訳されたその幼稚な英語の響きが、逆に背筋を凍らせる。
「"Fathers, Mothers, and Children"... 個人の尊厳も、自由意志もありはしない。あるのは『国家』という巨大な蟻塚（Ant hill）の一部としての機能だけだ。

チャーチルは葉巻の煙を深く吐き出した。
その煙の向こうに、整然と区画されたコンクリートの都市で、同じ鞄を背負い、同じ方向を向いて行進する何百万もの日本人の姿が幻視された。
「……世界は、ヒトラーやムッソリーニに目を奪われている。だが、極東で起きているこれは、ファシズムともボルシェビズムとも違う。
もっと静かで、もっと冷徹な……『科学的全体主義』の誕生だ」
彼は震える手で、その不気味な翻訳文書の余白に、万年筆で一言だけ書き殴った。
『The Smiling Leviathan（微笑むリヴァイアサン）』
「我々が不況で足踏みをしている間に、彼らは20年先へ行こうとしている。……誰かが止めねばならん。だが、今の疲弊した大英帝国に、その力が残っているか？」
宮殿の時計が、重苦しい音を立てて時を刻んだ。
それは、西欧世界の黄昏と、東洋の異形な近代国家の台頭を告げる鐘の音のように聞こえた。
